Brion Loftus, Principal

Mr. Brion Loftus has over thirty years of military, business, and consulting experience. His career has included roles as a U.S. Navy officer, and senior consulting and executive roles at large and small IT and acquisition focused companies. His experience and knowledge have been extremely valuable for clients who need innovative and trusted approaches in the disciplines of acquisition, government contracting, sourcing, IT strategy, and business process improvements that result in transformational, new ways of doing business more efficiently and effectively.

Prior to joining ZYGOS, Mr. Loftus spent nearly five years as a Vice President (Acquisition and Contracting sector) at Suntiva LLC, a fast-growing, small IT and defense consulting firm. In addition to corporate responsibilities, he was primarily involved with developing and managing client engagements in the area of IT infrastructure, services, and systems acquisition for large public sector clients at the federal government and state level. His long term clients included various DoD services and agencies, Department of Energy (DOE), Nuclear Regulatory Commission (NRC), U.S. Department of Agriculture (USDA) and U.S. Agency for International Development (USAID). His clients sought his assistance in crafting approaches to solving their large problems, to include government contracting and acquistion strategies for large IT system or service procurements. Prior to Suntiva, Mr. Loftus spent three years at Gartner, a research and advisory firm for IT products and services. His clients at Gartner included Defense Threat Reduction Agency (DTRA), whom he provided senior consulting services to over nearly eighteen months for their successful procurement of a follow-on agency wide IT infrastructure and support services contract. Prior to Gartner, Mr. Loftus served as a senior consultant for both CSC as a proposal manager, and with CACI (American Management Systems [AMS]) as the lead contracting/logistics domain subject matter expert in the DoD’s Business Management Modernization Program Office, the forerunner of the Business Transformation Agency (BTA). In these roles he gained experience in proposal development and as the author of a major section of the DoD’s Transition Plan for the Business Enterprise Architecture (BEA). These experiences followed nearly twenty-two years as a U.S. Navy Supply Corps officer, during which time he gained experience in many leadership roles at the Pentagon, at a submarine base, on various warships in all five of the navy’s fleets, and deployed permanently overseas in the Middle East. His career in the navy concluded with a tour as Deputy Program Manager of the Defense Travel System (DTS) Program Management Office (PMO), an Acquisition Category (ACAT)-1A major defense information/business system, where he successfully reorganized the office structure to most effectively support a deployment mission to deliver the system to hundreds of locations in Continental U.S. (CONUS) and overseas.

Mr. Loftus earned a BA degree in history and English from Virginia Tech, and an MS degree in management from the Naval Postgraduate School in Monterey, CA. He has done additional graduate work at the University of Virginia’s Darden School of Business, and is a graduate of the Defense Systems Management College (DSMC) Advanced Program Manager course. He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in both contracting and program management.
